The details of progress of interventions under PM JANMAN in Purulia District , West Bengal (as on 30.06.2026), based on the information provided by the concerned Ministries/Department, is as under:

Under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA JGUA), during the current financial year, Ministry has also approved projects amounting to Rs.12574.70 lakhs

in State of West Bengal for MoTA components under the abhiyan. In respect of Purulia district. approvals have been accorded for:

  1. Construction of 204 Additional Classrooms amounting to Rs 2,417.3 lakh;
  2. 1 Hostel Repair/Renovation work amounting to Rs 39.99 lakh; and
  3. 1 Tribal Multi-Purpose Marketing Centre (TMMC) amounting to Rs 100 lakh.

State Government had undertaken habitation level data collection exercise through PM Gati Shakti mobile application to estimate PVTG population figures and infrastructure gaps in order to cover PVTG population residing in villages & habitations under PM JANMAN. The details of number of PVTG habitations identified (tentative) and PVTG population in the State of West Bengal is tabulated below:

Ministry has been regularly taking up the issue of implementation of activities under PM JANMAN with State Government of West Bengal.

Besides, PVTG household survey is also ongoing in State of West Bengal and State Government has surveyed 18173 PVTG households. The State Government is required to examine the data captured and take appropriate action in consultation with line Departments to address the gaps identified in terms of schemes norms and eligibility criteria.

The responsibility of allocation and release of funds to districts is the responsibility of State Government. Hence, the records of funds allocated, released and utilized, district-wise, is maintained by the State Government.

The formulation and submission of proposals is the responsibility of State Government and District Administration. State Government had not submitted any proposals for MPCs including in Purulia District to Ministry of Tribal Affairs. However, Ministry of Tribal Affairs has carried out an orientation programme on schemes of MoTA including PM JANMAN and DA JGUA for Officers of State Governments to facilitate formulation of proposals and progress thereon.

STATUS OF EMRSs IN WEST BENGAL

The Union Minister of State for Tribal Affairs Shri. Durgadas Uikey informed today in Lok Sabha that the  Ministry of Tribal Affairs is implementing the scheme of Eklavya Model Residential School (EMRS) for providing quality education to tribal students in their own environment preserving local art and culture. EMRS are established in tribal dominated blocks having more than 50% ST population and at least 20,000 tribal persons, as per Census 2011. As on date, 728 EMRSs have been approved out of which 508 are functional across the country. In West Bengal 9 EMRSs have been approved and all are functional. None of the blocks in Alipurduar districts fulfil the prescribed criteria for establishing EMRS.

National Education Society for Tribal Students (NESTS), an autonomous organization under the Ministry of Tribal Affairs, provides overall policy direction, academic support, monitoring, capacity building, recruitment, standardization of processes and implementation of the EMRS Scheme across the country. State EMRS Societies oversee the implementation, administration and day-to-day management of EMRSs within their jurisdictions. District Level EMRS Committees, under the Chairmanship of the District Collector/District Magistrates do local oversight and resolve local implementation issues.
