Government of India launches Employees’ Enrolment Campaign, 2025

The Union Ministry of Labour & Employment, has launched the Employees’ Enrolment Campaign, 2025, a special national initiative aimed at promoting voluntary compliance and extending social security coverage to all eligible employees across the country. The campaign provides a dedicated window for employers to voluntarily enroll workers who were left out of EPF coverage between July 1, 2017 and October 31, 2025 and to regularise past compliance under the EPF & MP Act, 1952. The campaign will remain open for six months, from November 1, 2025 to April 30, 2026.
 
Under this campaign, establishments, irrespective of their current EPF coverage status, may declare any employee who joined during the eligible period and continues to be employed. For such employees, the employees’ share of contribution for the declared period has been waived, if not deducted earlier. The employers are required only to remit the employer’s share, interest under Section 7Q, administrative charges and the nominal penal damages of ?100 per establishment, which will be deemed complete compliance across all three EPF schemes.
 
The campaign is expected to significantly widen EPF coverage, formalise the workforce, and provide a simplified pathway for employers to correct past omissions. It marks a major step towards fulfilling the Government’s vision of “Social Security for All”. The employers and employees registered under this campaign may additionally benefit from the PM Viksit Bharat Rozgar Yojana (PM-VBRY), wherever eligible, thereby enabling further support for job creation and workforce security.
 
Appealing to establishments to come forward, Shri B. Lalzamang, the Additional Central PF Commissioner, Kolkata, urged all the employers to take benefit of this campaign and ensure extension of social security benefits in the form of PF/Pension/Insurance to the employees/workers.
